About the Role
The Manager, Policy and Systemic Issues leads a high‑performing team responsible for developing and advancing EWON’s policy positions and strengthening consumer protections across NSW.
The team undertakes research,, analyses EWON’s complaints data for trends and emerging issues, develops public submissions and reports about complaints issues as well as in response to potential regulatory changes or industry developments, provides policy advice and information to the Ombudsman and other EWON staff, ensures industry knowledge required for EWON’s complaint-handling function is accurate and up-to-date, conducts systemic issues investigations, reports potential non-compliance issues to the AER or other regulators, and establishes and maintains effective relationships with key government, regulatory and industry stakeholders.
Key Accountabilities
- Policy Development and Submissions Management: develop EWON’s policy positions with the Ombudsman, coordinator the development and delivery of EWON’s external policy submissions and engage with internal and external stakeholders about EWON policy positions.
- Management of Research, Systemic Issues, and Emerging Trends: coordinate and undertake research into policy, legal, regulatory, industry and customer issues, ensure EWON undertakes investigations of systemic issues, and coordinate and undertake external monitoring of publications for impact on / relevance to EWON.
- Reporting to regulators: report instances of potential regulatory non-compliance to the AER, IPART or other regulators for compliance and/or enforcement activities.
- Stakeholder Engagement: develop and implement a Stakeholder Engagement Strategy that sets out how EWON engages with governments, regulators, consumer organisations, and industry bodies.
- Strategy, Planning and Reporting: lead planning, reporting and performance monitoring for the Policy & Systemic Issues team.
- Leadership: fostering a positive team culture, develop capability, and drive performance and effective change management.
Required Skills and Experience
- Tertiary qualification in a relevant discipline
- Strategy and business planning: experience developing and implementing strategy and business plans, and reporting on achievements.
- Policy and submission development: experience in developing clear and consistent policy positions, preferably involving regulation and legislative review, and in researching, analysing and writing submissions to governments, regulators or other decision-making bodies.
- Reporting: experience in public reporting and managing timely delivery of report schedules.
- Management: previous experience supervising employees, fostering employee engagement ideally through a coaching style, and proactively developing employee capability.
- Knowledge of or strong interest in the energy and/or water industries: knowledge of Australia’s energy or water regulatory frameworks, or ability to rapidly acquire such knowledge.
